Income-eligible incentives: boost your home’s efficiency

Income-eligible incentives and programs support homeowners and renters with limited incomes in improving the energy efficiency of their homes. If you are participating in another income eligible program from the list below, it’s very likely that you are eligible for programs and incentives on energy-efficient home upgrades.

  • Supplemental Nutrition Assistance Program (SNAP)
  • Women, Infants, and Children (WIC) Nutrition Program
  • Medicaid
  • National School Lunch Program
  • School Breakfast Program
  • Medicaid
  • Supplemental Security Income (SSI) Program
  • Emergency Aid to the Elderly, Disabled and Children (EAEDC)
  • Transitional Aid to Families with Dependent Children (TAFDC)
  • Temporary Assistance for Needy Families (TANF)
  • Bureau of Indian Affairs General Assistance
  • Veterans Benefits Programs

Most energy-efficient home upgrades start with a home energy assessment or audit. During this audit, a professional contractor will visit your home and identify opportunities for upgrades based on need, housing type, and eligibility. Home upgrade programs may include:

  1. Weatherization Assistance Program (WAP). WAP provides funding for weatherization activities such as insulation, air sealing, and HVAC upgrades to improve the energy efficiency of homes.
  2. Low Income Home Energy Assistance Program (LIHEAP). LIHEAP offers financial assistance to help households cover their home energy bills, including heating and cooling expenses, and some programs may offer weatherization upgrades.
  3. Direct installation program. These programs replace heating, cooling, and/or water heating equipment, and other upgrades to improve energy affordability and home comfort.
  4. Higher incentives. Households that are income eligible can access higher incentives. The state’s TECH Clean California program offers higher incentives for heat pump water heaters, starting at $4,185, with additional incentives available for larger water heater tank sizes and necessary electrical, or other upgrades. Visit the TECH Heat Pump Water Heater Equity Incentives Verification Portal and apply.
